My philosophy was to select the most intelligent, motivated people I could find then teach them the skill set (whatever that was). Training was follow Joe around and watch; do it while Joe watches; do it while Joe gets coffee; do it on Joes day off; do it in another domestic location; do it in an international location; do it under fire in inclement weather with no satellite contact with HQ. The other rule I had for myself was give people enough rope to hang themselves - once. If they don't learn from their mistakes, then let the competition know that they are interested in working for them. Nothing better than retaining the top tier folks and ensuring your competitors get also rans.
